So, I had an idea while watching Soul Eater, Maka uses Soul in his scythe form almost more like quarter staff. So what kinds of penalties would there be with using a scythe like a quarter staff? Like for the two weapon fighting with it?

Um, firstly a scythe should be treated like a polearm if you're not trying to use a scythe as a scythe.

Secondly, what you're asking for would be a combat style rather than anything else.

I suppose you could try to hit someone with the pole of your scythe rather than the blade, though I'm not sure why you'd want to. I'd treat it as an improvised quarterstaff and give it the appropriate penalties.

The haft strike feat lets you do this with a reach weapon, and the Talenta Sharash is a scythe with reach.

If this is for Pathfinder look at the Spear Dancing Style feats, that might be something similar to what you're looking for.
