I checked through the Psionic Questions Thread (http://www.giantitp.com/forums/showthread.php?270743-Psionic-Questions-Thread-(it-s-a-Metaconcert-in-the-Playground)), but I didn't find the answer to my question in there. Psionic tattoos seem intended to be the psionic equivalent of potions, but with slightly different limitations upon what sort of effect they can contain. A psionic tattoo can be created with a range of personal for double price, while range: personal spells are prohibited from potions. Mindlink (http://www.d20srd.org/srd/psionic/powers/mindlink.htm) is a power with a range of close, but it affects the manifester and one other target. Does the second target make it an invalid power for psionic tattoo creation? Does the inclusion of "You" in the target mean if it is valid, it should cost double?

The Psionic Questions Thread also had a link from Psyren pointing out a 3.5 update was done by someone from Dreamscarred Press of a 3.0 article "Getting Wired (http://archive.wizards.com/default.asp?x=dnd/psm/20031225a)." It was on Brilliant Gameologists, and I was able to find "Getting Re-Wired (https://web.archive.org/web/20121231045007/http://brilliantgameologists.com/boards/index.php?topic=4319.0)" through the Internet Archive's Wayback Machine. I think a crawling tattoo (http://www.d20srd.org/srd/psionic/items/universalItems.htm#crawlingTattoos) might be better suited for holding mindlink, especially since mindlink can be augmented to work with an unwilling target. It is in the telepathy discipline, but not (compulsion). If so, would there be a doubling in price for including the manifester as a target, or is that only a condition of a psionic tattoo?

I am fairly certain dreamscarred press wasn't in the picture yet in 2003, nor do either of the names on that article look like familiar names in relation to dreamscarred press. could be wrong though. I have no actual feedback beyong that point, though.

I have no actual feedback beyong that point, though.To be clearer on that point, the claim was made here (http://www.giantitp.com/forums/showsinglepost.php?p=14874552&postcount=266) regarding who authored the 3.5 update posted to the WotC forums ("Getting Re-Wired"), not the original Mind's Eye article for 3.0 ("Getting Wired"). Reply #2 on the archived Brilliant Gameologists thread has, "Bacris' original 'Getting Re-Wired' post, without commentary." However, I figured out the Wayback Machine had hit redirects with the link back to the original "Getting Re-Wired" on WotC and it can be found here (https://web.archive.org/web/20070327125752/http://boards1.wizards.com/wotc_archive/index.php/t-330627).

EDIT: It turns out, I didn't need to link to that article anyway, crawling tattoos are in the SRD.

The user of the psionic tattoo is both the manifester and the target; therefore, powers that target another creature cannot be stored in psionic tattoo form. Powers with a range of personal can be made into psionic tattoos, but they cost double the price of standard psionic tattoos.
Looks like a power that targets other creatures is nixed by psionic tattoos. So mindlink is out.

Crawling tattoos can have powers which target one or more creatures, but if the person with the tattoo is one of those creatures, would they need to be "attacked" along with the other subject? Would that mean it takes at least two rounds before the power is in effect, or can tapping the tattoo count?
