Not much extra to add beyond the title. Iv'e been thinking that you can just dominate a monster then get it to make your magic items so that you have extra time to do stuff.

That's not a defined thing. All crafting is up to the DM. At minimum it takes a tool proficiency, which most monsters don't have. And usually it takes rare ingredients, gaining which requires adventure. Easier to get the materials and pay a professional to make it.

I'm not sure what you mean.

To create a magic item by the Xanathar's rules, you need:

-to know the formula for the particular magic item

-to gather the ingredient/material

-to spend the gold and the time required for the creation

-(And if you craft the mundane form of the item before enchanting it, to be proficient in with the tools to do it)

So as long as a being know the formula and has access to the correct stuff, they can craft the item.

It's not a question of CR, though having something as precious as a magic item formula, and the capacity to gather the material, may usually hint at the creature being decently powerful, it's not always the case.

If you want an exemple, Merchant Prince Wakanga in Tomb of Annihilation is CR 6, and he knows several magic item formulas, especially potions, though he also know how to make +1 shields and +1 weapons. But it's not because he's CR 6 that he can do that.

Also, like PhoenixPhyre said, all crafting is up to the DM.

Also bis: dominating people then asking them to craft you magic items is unwise.
