Can anyone point me to guidelines/templates for creating custom magic items that are AL legal?
Does AL even allow custom items?

The DM Quest reward for DMing for multiples of 24 hours can act like a very restricted magic item crafting.

Example:

I have a Rogue that wants a Cloak of Elvenkind. I could DM for 24 hours which includes a module that contains a Cloak of Elvenkind. Then I can expend that DM reward to give a Cloak of Elvenkind to my Rogue.

Yes. And you shouldn't do it. It's basically a str8 up trade of downtime for a tiny amount of cash, and downtime is far more valuable than that much cash. Just buy healing potions at full price.

It's not like most AL characters don't have more gold than they know what to do with by the middle of tier 2 or so anyway.

The best you can do is fast forward some rewards into lesser chapters. You can't create them.

You have to follow the guidelines. I got reminded deerly yesterday as I miswrite/read a + 1 chainmail for a + 1 shield (a player kinda read the whole adventure and knows every detail of the play I ran for newbies... he's ruining the fun of other players so he's at least out for the next session).

It's not like most AL characters don't have more gold than they know what to do with by the middle of tier 2 or so anyway.

The cashdown to pay for catching up to tier 3 and 4 are quite pricy. And cash is not handed out like crazy pile of golds for the variety of hardcovers/modules I've ran.

My own adventurer has a DM is like level 13 so far and I have barely 5k gold.

At 4th level, you can spend 20 downtime days to level up to the start of 5th level. At 10th level, you can spend 100 downtime days to level up to the start of 11th level. At 16th level you can spend 300 downtime days to level up to the start of 17th level. You still pay lifestyle expenses when you spend downtime catching up.

Lifestyle expenses range in GP [-,0.1,0.2,1,2,4,10]
20d * 10gp = 200gp
100d * 10gp = 1000gp
300d * 10gp = 3000gp

What hardcover did you play where 1K and 3K gp are "quite pricey" at 10th and 16th level? Additionally you could live modestly to cut that down to 100 and 300 gp.

Ya, can’t make custom magic items, but I encourage you to read up on your faction items you can buy. They aren’t that great either, but if you’re playing a build that’s never going to see a +1 magic item (+1 maul, +1halbred, etc) it’s a great way to spend 50 downtime days and 500 gp. This assumes you’re tier 2 and have 10 renown and have done a secret mission for your faction.

Yes faction items have used... battlerager spiked armor is hard to find enchanted otherwise

I definitely received various amount of money depending on some covers. Some are far more generous then others.
