as the title say, Can a human take feats from the Drows of the underdark book or is the book only open for drow?

It doesn't matter what book anything appears in, only the specific prerequisites of any given feat. Just because it's a feat commonly used by drow doesn't mean it's exclusive to them unless the feat's prerequisites say so.

That said, if there's any question then the answer is still to ask your DM. There are plenty of books written for antagonists that the DM might not consider for PCs, and drow being common antagonists they might not have considered it.

The vast majority of people who say "all sources" aren't actually so familiar with all sources that they should attempt to run a game without knowing the characters. The DM should know all the PCs and its much easier to fix potential problems if you ask for weird stuff rather than just dumping an enigma on them and expect them to do all the work. You don't want to use "Drow of the Underdark," you have a specific feat you want to use so just ask your DM if that feat is okay.

If you are DM you can take whatever feats you want and you don't have honour any prerequisites.

Looking at the list, four of the feats—Gift of the Spider Queen, Verminfriend, Vermin Trainer, and Master of Shadow—require you to be a Drow. The rest have no racial requirement.

It is always a DM judgment call what parts of non-core books are allowed in the game.

Ask your DM. When you do, I recommend having a reason for it beyond the power - a role-playing reason, or something tied to his world or the adventure. DMs are generally more lenient for coolness than for random power.
