For the draconic bloodline sorcerer it says you can grow 2 claws and attack. Does this count as two-weapon fighting and do incur the offhand penalty?

3.5 or pathfinder?

For 3.5, growing a pair of claws gives you 2 natural weapons. Natural weapons have their own rules separate from normal weapon attacks. If you have no other natural weapons, they would likely be considered your primary natural weapons and would not have off-hand penalties.
Two-weapon fighting has nothing to do with natural weapons.

Do note that you can't use the same hand to Claw and use a weapon in the same round.

Do you roll once for each claw with bonuses or once for BOTH claws simultaneously with bonuses?

once for each claw. they each hit, crit, or miss separately.

For making attacks, each claw is treated as a separate weapon.

Some abilities/feats/whatever might affect all natural attacks, some affect all naturals of one type, and some only affect one single attack.

Would True Strike only affect one claw attack or both?

True Strike only affects your next attack, and the only time it applies twice is for confirming critical hits.

So it will only count for your first claw attack.
