Help with the dragon race class.

As the title says I need help with making a dragon character using the rules found in Dragon Magazine #320. The main issue I am having is feats the class says I get a feat at certain levels do I get those in addition to feats you normally get for leveling up or does those replace the normal level progression feats?

The 'level' of the table refers to ECL. You get a new feat every 3 RHD, which is shown in the table. You gain no extra feats.

Yeah, it’s clarifying how you don’t get feats at the same level as everyone else. That’s when you get your normal ones.
