Esoteric rule help

I'm looking for a rule that I'm 90% sure is in a Faerun book, about playing monsters as characters. The rule states something like "you take your ECL as a penalty to all D20 rolls", along with other things, instead of the normal LA adjustment. If anyone could point me to the book and page, I'd appreciate it.
