Would the spell reloading hands reload the entirety of a dragoon pistol? (The bullets come in clips of three)

This is not correct, the spell says it reloads one weapon per round with whatever is normal for the gun. If a gun uses clips to reload, you will get the whole clip, regardless of how many individual shots it contains.
