Can anyone direct me to some board/wargames that are free (on the net), of a tactical bent, and can be played solo?

First, there's Battle for Wesnoth (http://www.wesnoth.org/), which is a turn-based fantasy strategy game on a hex board. It has a rather strong AI, which can be used both to play the campaigns or to have an opponent in a single game on a randomly generated map.

Then, there's MegaMek (http://megamek.sourceforge.net/idx.php?pg=main), which is nothing else but Classic BattleTech in electronic form, and which can be played against an AI as well.

Both are highly recommendable in my humble opinion.

I've played Wesnoth, I'll check MegaMek out. I was thinking more table-top though.

You can always get an old (1st or 2nd edition) dnd random dungeon generator and play dnd by yourself (no cheating though!). It is, however, ultimately more fun with friends. Otherwise, tactical stuff is pretty difficult on your own (you can try out scenarios, but simulating an interesting opponent is nigh on impossible).
