Missing Obelisk

Hi everyone!

In the 3.5 Cost Reduction Handbook, it lists "This Obelisk" as one of the reducers, and the words are shifted as if they are a link, but the link is broken. Does anybody know to what obelisk they were referring, and where I might game statistics on it?
