The Lich template states the creature's type changes to undead. Regardless of what it was before.

Yes, it would have fast movement.

The Undead type says that any special ability that relies on CON instead relies on CHA. So yes, the number of rage rounds is determined by CHA.

The lich could rage, but all that would do is impose a -2 penalty to AC, since all other benefits from rage are morale (i.e Mind Affecting) bonuses, and thus do not affect the lich.

I always found it a bit annoying that PF rules changed the rage ability boosts to morale bonuses, instead of just the save boost.
