Does the effect of this veil require the targeted area to actually be "earth?" And if not, does it damage structures it's used on? I'd like to attack a ship with it but the wording makes me question if it's even usable on wood.

It can be used on any solid surface, so it would work on a ship deck. Generally this would just turn the deck into difficult terrain rather than specifically dealing damage to it (though as a GM I would probably apply damage to the deck equal to the damage dealt by the veil).
