Manacles Build?

I seem to recall there being a class out there that can wield manacles as an actual weapon. Probably in 3.5...perhaps Complete Warrior? Regardless, thinking about it made me think that it would be kinda cool to have a build that could basically instantly tie people up with them.

Are there tools in 3.5 / PF for that?

You're thinking of the Justicar from Complete Warrior. They can wield manacles like a club and put someone in manacles/rope as an extraordinary ability after pinning them, and eventually after grappling.

There's this cavalier build (http://paizo.com/threads/rzs2rwbl?Kidnapper-Build-Review-My-Build), but it uses ropes rather than manacles.

The Night Terror vigilante archetype from Fool's Errand specializes in improvised weaponry and locking. It can also get a vigilante talent that lets it quickdraw any item, not just weapons.

You could just use a spell storing weapon with Shackle (http://www.d20pfsrd.com/magic/all-spells/s/shackle/). Get the grab monster ability, like via Fiendbound Marauder (http://www.d20pfsrd.com/path-of-war/classes/warder/warder-archetypes/fiendbound-marauder/), and a spell storing Amulet of Mighty Fists, and you'll freely grapple and manacle when you hit!
