An "epic" spell (in scale if not in power). Think of it as a specialised use of miracle.

Crusade/Jihad/Holy War
Evocation
Level: Cleric 5
Components: V, S, DF
Casting Time: 10 minutes
Range: 2 miles
Area: 2-mile-radius emanation, centred on you
Duration: 24 hours
Saving Throw: None
Spell Resistance: No

Your prayers draw to a close, and the clouds above suddenly flash with lightning. The storm-god clearly favours your armies.

You radiate a field of divine power that blesses those that serve your deity. For the duration of the spell, all creatures within 2 miles of you that worship your deity gain a +2 luck bonus on attack rolls, weapon damage rolls, saves, and skill checks. Additionally, all such creatures heal hit points and ability damage every hour rather than every day.

If you cast this spell in the service of an air, chaotic, earth, evil, fire, good, lawful, or water deity, it is a spell of that type.

There is no reason why this spell's School should be "Universal".
The effect is pretty much an army-wide Recitation (Spell Compendium). Look up that spell and use whatever school it is listed as.

Ha I forgot about recitation, but apparently it's Conjuration (creation) which makes no sense to me. I'll switch it to Evocation, at least that has precedent with divine favour and miracle.

Which is called a Legion spell, as introduced in Heroes of Battle.
