The PHB says that a character can generally push or drag along the ground, about 5 times as much as they can lift. It says this can vary a lot, if the item or ground is slick, it can be higher; if the item snags a lot, it can be at half or lower.

It says nothing about wheeled conveyances. So how much can you put in a wagon and still have it pullable by a normal heavy horse down a road?

(please, no answers like "whatever works for your campaign" or "whatever works for the plot")

Whatever the drag limit is for the thing pulling it? Maybe double for it being on wheels?

The Arms and Equipment Guide has stats for various vehicles that include vehicle capacity by weight. A basic wagon weighs 400 lbs. and has a cargo capacity of 2 tons. Two heavy horses can pull the wagon at a speed of 35 ft. even when fully loaded, according to the stat block.

As far as I recall:

The used weight is the total of the cart and everything on it divided by 4. Then you use strength as normal.
