Bonus Proficiency-At level 3, you gain proficiency in puppetry, or in one other tool if you already had this.

Sudden Jerk-Also at level 3, you learn to begin to control others as if they were merely puppets on strings. While fine control is beyond you, you are able to at least yank on their bodies or minds, causing them to stumble and fail. As a bonus action or reaction, you may inflict a penalty on a saving throw roll by expending a Bardic Inspiration die, with the penalty equal to what you rolled on it. This can only affect those within 60' of you, and must be declared before the result is announced.

Voluntary Puppetry-At level 6, you are able to form puppets of your friends! By creating a puppet matching the appearance of an ally and infusing it with their essence (usually achieved via a lock of hair or similar) you can control them. While under your control, they are charmed by you, and suffer disadvantage on saves inflicted by you on them. However, they gain advantage on any saves against being charmed or otherwise mentally influenced by anyone else, and you can use your Sudden Jerk to apply a bonus to the saves of anyone under your thrall.

If you should somehow get a proper puppet of an enemy, you can attempt to charm them as well. They must make a Charisma save against your spell DC or become charmed. They may repeat this save once at the end of each of their turns for the first minute, then once each minute for the next hour, then once each hour for the next day, then once each day for basically forever. This ability can only affect people within 30' of you initially, but once they are charmed, there is no distance limitation.

Puppet Thy Foes-At level 14, you learn Dominate Person (or another spell from the Bard's spell list, should you already know it) and may cast it once per short rest without expending a spell slot. In addition, should you have a puppet of your target (as defined in Voluntary Puppetry) you can force disadvantage on the initial save by spending a bonus action manipulating the puppet. You may, on each subsequent turn, continue to force disadvantage on their saves against this spell by using a bonus action each turn.

How would you use Sudden Jerk as a bonus action? It's not like bardic inspiration, where you apply the die to them and then it subtracts later. It happens when the saving throw happens, therefore it would only be a reaction.

Cast a spell that requires a saving throw on your turn, use a bonus action to give your target a penalty on the save, saving your reaction to be used later in the round.

Precisely.
