In order to understand a wholeling I would recommend reading up on halflings

Note: In order to be a Wholeling you must multiclass. As each halfling in a wholeling is a different class or re-multiclassed into the class. Should one of the halflings die, you lose the levels that were apart of that halfling.

“We are not two halflings in a trench coat!"
—nottwohalflingsinatrenchcoat, Stop thinking we are two halflings in a trench coat for dummies

It is common for a Wholeling to be very defensive about its body.

How the Race views other races (for common races)
Dwarves. “They are too drunk to question”
Elves. “Silence! Stop asking questions!”
Halflings. “Haha shorty”
Humans. “Stop laughing at us!”

Wholeling Traits

Your Wholeling character has a number of traits in common with all other halflings.

Ability Score Increase. Your Dexterity score increases by 2

Age. A wholelings reaches adulthood at the age of 20 and generally lives into the middle of his or her second century.

Alignment. Most whoelings are lawful good. As a rule, they are good-hearted and kind, hate to see others in pain, and have no tolerance for oppression. They are also very orderly and traditional, leaning heavily on the support of their community and the comfort of their old ways.

Size. Wholelings average about 6 feet tall and weigh about 80 pounds. Your size is Medium.

Speed. Your base walking speed is 15ft because you are so “tall”. A standard wholeling has 2 halfling. Adding another halfling reduces the speed by 5 ft

Brave: You have advantage on saving throws against being Frightened.

Wholeling’s true secret: This may come as a shock but, a wholeling is actually two halflings in a trenchcoat. You may use a bonus action to switch the halfling on top. The halfling on top acts as a character based on how many multiclass points you put in the halfling (A level 10 Wholeling will have a level 5 halfling fighting and a level 5 halfling walking). Only the top halfling can take actions and bonus actions. If something gives a halfling a movement boost this can only apply if that halfling is on the bottom.

Wholeling’s swiftness: As a free action once a turn, you may a try a dex check to try to move 25ft in a single turn (normal halfling speed). You must make a dex check of a DC of 10+the dex of the bottom halfling. Add both the halfling’s dex bonuses to this roll. Should you fail the role you fall prone and must spend all your movement and a bonus action to get back up.

Wholeling’s hardiness: Both wholelings are separated creatures, both of them have their own HP based on their class. When targeted by attacks the top halfling takes damage. Should an effect happen that requires both halflings to make a save they both make the saving throw and are damaged. (A fireball with deal the damage to both halflings, dealing, practically, double damage.)

Wholeling’s luck: Instead of both halflings having 3 luck charges each, you have a pool of 3 luck charges for saving throws and, 3 luck charges for other rolls. You can not change out a saving luck charge for a check luck roll and vice versa.

Wholeling’s friendship: If one of the halflings fail a saving throw the other halfling has disadvantage on the roll. The inverse is true, you must make each roll one at a time.

Wholeling’s surprise: Should a halfling fall unconscious, the second halfling may continue fighting (as a halfling, losing all his wholeling abilities) or fake unconsciousness with advant age. You may not split into two halflings outside of this unless allowed by your DM

Wholeling’s deception: They have advantage on any CHA check to hide their wholeling status and on CHA checks to persuade a target to keep the secret. The DC for finding out their secret is 10+Profic (both halflings, so the character level profic use the first level halfling’s table for this. So if you had a wizard 5 then a sorcerer 3. You would use an 8th level wizard’s proficiency for this DC)+CHA. Should they be found out they have disadvantage on intimidation if the target knows their secret. You have disadvantage on general stealth and deception checks.

Languages: You can speak, read, and write Common and Halfling. The Halfling Language isn’t secret, but halflings are loath to share it with others. They write very little, so they don’t have a rich body of literature. Their oral tradition, however, is very strong. Almost all halflings speak Common to converse with the people in whose lands they dwell or through which they are traveling.

This is made to be two halflings but with the rules set here you can change it to be anything. This probably if not diffidently breaks RAW.

How would you assign experience to the wholeling? Would the two halflings level up together?

The Wholeling gains xp normally and assigns xp to one of the halflings, each halfling is a class as part of a multi classing whole.

What proficiency bonus do they get? Is their collective maximum level 20 or 40? Does a trickery cleric project a wholeling image or a halfling image?

What about mirror image? Clone? Simulacrum? Getting hit with single target effects like disintegrate, haste, potions? Resurrection spells? Can there be a hole in my coat that is totally not for a halfling to see through?

The proficiency bonus is their character levels. It is like your multiclassing. If a halfling dies you gets level downed, how many levels he was, (seems like to big of a downside so need a way to balance)

Single targets target one of the halflings, haste on the bottom 2x movement, haste on the top. 2x actions and such. There can be, but the bottom halfling is treated as if he is holding a 2 handed weapon.
