Fog cloud & umbral sight

I was wondering about if these 2 ranger skills could work together. When fog cloud is casted anyone inside the fog is blinded (heavy obscured zone), but u can see if u had darkvision (?). The question is: with darkvision u still can't see a gloom stalker ranger inside the fog? Without it, u can see him with disvantage or not?

UMBRAL SIGHT
At 3rd level, you gain darkvision out to a range of 60' feet. If you already have darkvision from your race, its range increases by 30 feet.
You are also adept at evading creatures that rely on darkvision. While in darkness, you are invisible to any creature that relies on darkvision to see you in that darkness.

FOG CLOUD
You create a 20-foot-radius sphere o f fog centered on a point within range. The sphere spreads around corners, and its area is heavily obscured. It lasts for the duration or until a wind o f moderate or greater speed (at least 10 miles per hour) disperses it.

Actually, even creatures with darkvision cannot see through Fog Cloud. You don't become invisible, though, because it's not darkness. (Unless you cast Fog Cloud in darkness). Of course, you cannot see through the fog either.

Heavy obscured means it completely blocks vision, you cannot see through it at all.

Then creatures with Devil's Sight can't see too?

Devil's Sight: Magical darkness doesn't impede the devil's darkvision.

Fog Cloud isn't darkness; it's fog. Darkness creates heavy obscurement, so does Fog. That doesn't mean Fog is Darkness. Devils Sight doesn't work against Fog Cloud, not does Darkvision. Not even Truesight works because it creates actual obscurement, not just an illusion of it.

Fog Cloud isn't darkness; it's fog. Darkness creates heavy obscurement, so does Fog. That doesn't mean Fog is Darkness. Devils Sight doesn't work against Fog Cloud, not does Darkvision. Not even Truesight works because it creates actual obscurement, not just an illusion of it.
