Cast it on your arrows, command the creatures to: "Attack enemies if they are within 5ft of you, then any others that are within 30ft. If there are no enemies within 30ft, return to the quiver. Cast swift quiver for 2 extra attacks, take 2 attacks on your turn. Then the arrows are their own creatures taking their own attacks as well.

An interesting possibility. It's very DM-specific though.

Can you still shoot an arrow after it's grown arms and legs and starts moving around? Is a construct creature considered ammunition? How many arrows could you have prepared simultaneously? This doesn't seem terribly broken to me.

If you have a quiver full of Tiny Servants and cast Swift Quiver, that spell will create non-magical arrows (with arms and legs?) as duplicates, not additional Tiny Servants. Would Swift Quiver even count Tiny Servants as ammunition from the quiver for the purposes of triggering the magical effect?

Is the main benefit of this the ability to deploy the Tiny Servants at very long range? Why not animate a whole bunch of Tiny Servants and have them hold onto your backpack until you need them to go attack something?
