I've been thinking on sending some templated creatures on the players, to show that "something is off" with the area. I plan to use Ravens for it, which has a CR of 1/6. The template I'm planning to put on them adds +1 to the CR. Would that make them CR 1/4 or CR 1? Or something else altogether? This has my head around on a loop... maybe the template is doing its job in turning me insane? Hahah.

Eyeball it. Probably CR 1.

"Rounding Fractions

In general, if you wind up with a fraction, round down, even if the fraction is one-half or larger."

The total CR becomes 7/6 (1 + 1/6), which rounds down to 1, so the CR is 1.

Hmm

Considering there are creatures with CR 1/4 and 1/2, I don't think this rules applies to CR. Otherwise they'd be CR 0

Yeah, but then you haven't "Wound up with" a fraction; it was there all along. It also says "In general," and specific trumps general.
