So, quick hypothetical.

Say you had the Permanent Emanation (http://www.d20srd.org/srd/epic/feats.htm) epic feat (for free); if you could use literally any spell of 9th level or lower with it, what would you select, and why? Assume your character is an arcane spellcaster with access to any spell.

The "any one of your spells whose area is an emanation centered on you" clause limits spell selection a bit.

Permanent Emanation [Epic]
Prerequisites
Spellcraft 25 ranks, ability to cast the spell to be made permanent.

Benefit
Designate any one of your spells whose area is an emanation centered on you. This spell’s effect is permanent (though you can dismiss or restart it as a free action). Effects that would normally dispel this spell instead suppress it for 2d4 rounds.

Special
You can gain this feat multiple times. Each time, select a different spell to become permanent.

Greater Consumptive field. If you are really Evil, see if you are allowed to modify it with Fell Animate (depends on whether you believe Greater Consumptive Field deals damage to kill its targets). Every morning, walk around a new town to power up, every commoner up to like 4th level drops dead, and you are practically a god for the day.

Other options include aura of terror and eye of the hurricane

Take a few ranks in Profession (beekeeper) and you don't even have to murder people.

Of the more utilitarian, (Greater) Anticipate Teleport is probably a great choice.

Is Temporal Repair an emanation? If so some kind of selective Temporal Repair to block all timey-wimey shenanigans would be a good choice for higher levels.

Selective (Self) AMF could be good to counter casters and similarly magic depending foes. After all, it's a free action to activate or disactivate so one could turn it on at the end of his turn and off at the beginning.

Any of the choices would be made better by Widen spell.

You might find some use of Otiluke's Suppressing Field, especially if you have any information about what you expect to fight. Would be even more useful if you can reset the spell for different schools.

Zone of Respite is an excellent anti-summoner spell, and also prevents some common methods of escape.

Anti-life Shell can be pretty helpful though it has a few gaps.

Globe of Invulnerability is solid, if somewhat bland.

Castigate regularly has an instantaneous duration, but due to the specific way the feat is worded, I believe it can make this a permanent effect. If that means that it's as if you're blasting this off every round, that's a pretty hilarious use.

Animate City has a fun effect. Note that it says it has to be cast within a city, but it doesn't say that it ceases functioning outside of a city. So if that's allowed, another fun effect.

Depending on alignment, un/hallow. Tie whatever spell you want to it. Like, say, time stop. Or miracle/wish. Note that the included list is not exhaustive, due to the way it's worded. It's just a list of examples.

Planar bubble for a plane with lots of metamagic and fast time? Or maybe for the Outlands, so you have antimagic even the gods fear. [edit] Or Ysgard for auto-res.

Aura of Terror and Adoration of the Frightful make a great combination.
