Does anyone know of you can build a silk road trade post in Bahlk?

You cannot. The Silk Road does run through Balk, but it isn't a trade post site.

For future reference, the economic mapmode shows the Silk Road but not the trade posts, but the Trade Zones mapmode shows both.
