Maybe be a Spellscale or something for extra flavor, and possibly work with your DM to let their Blood Meditations apply to utterances.

Hyperconscious, a 3rd party book by Bruce Cordell (aka the author of the Expanded Psionic Handbook) published by Sword&Sorcery, is basically what Complete Psionic should have been and it has a psionic PrC that's exactly what you're looking for: Voce Warrior, which kills people by shouting at them.

Just use spells with verbal components. Note there is a prestige class in Races of the Dragon which is all about verbal component spells and also has built in dragon flavor. It is called the Dracolexi.

The expanded list of Power Word spells in the same books goes along with it nicely, too. Alternatively, a psionic character could be fluffed to accomplish a pretty wide variety of similar effects; using telekinetic maneuver to bull rush is essentially Unrelenting Force, and there are a number of energy powers that could simulate the shouts that function like breath weapons.

What about a Dragonfire Adept? Most thu’um are some kind of breath attack plus effect, or a self buff of some kind, which are exactly the things a Dragonfire Adept does. Plus already comes prepackaged with the dragon theme. Just need to slightly refluff the breath attacks and invocations to include a shout.

As important as gear is and as weak as the thu'um is in Skyrim, this is uncomfortably accurate.

A gestalt of trunamer// shugenja is a stunning match for the dragonborn as a caster build, come to think of it.
