Radiant Assault from Spell Compendium lists a focus of "The eye of an outsider with 4 or more HD", but doesn't list a price. Is this like any other spell component, where you're assumed to have it on you? Seems weird.

Yeah, it's one of those weird cases. It doesn't list a GP cost, so it can be assumed to already be in your spell component pouch.
Just re-read: being a focus may change the ruling. While it doesn't have a listed cost, only components appear in a spell component pouch.
The one that always struck me as odd is Protection From Evil/Magic Circle Against Evil. Since when does powdered silver not have a cost?

The focus is a thing you need to find, because you can't rely on buying it (no GP price) and it's not in your component pouch (not a component).
The one that always struck me as odd is Protection From Evil/Magic Circle Against Evil. Since when does powdered silver not have a cost? When the cost is less than 1 gp, since 1 gp is the demarcation line for caring about price.

You could probably summon a celestial X with summon monster whenever... just saying...

A focus is a component. See Here (http://www.d20srd.org/srd/magicOverview/spellDescriptions.htm#components) for 3.5, and Here (https://www.d20pfsrd.com/magic/#TOC-Components) for Pathfinder.
Both include equivalent language:
A focus component is a prop of some sort. Unlike a material component, a focus is not consumed when the spell is cast and can be reused. As with material components, the cost for a focus is negligible unless a price is given. Assume that focus components of negligible cost are in your spell component pouch.(Emphasis added)

Summons return to their plane of origin when the spell ends or when theyre slain, so your focus would disappear as well

Of course, but most other spells that call for powdered precious metals or gems do have a cost. Obviously PFE uses less than 10 silver coins worth of silver.
