So, in the bestiary literally says Humanoids are the only creature type to replace class levels for racial hit dice.

Yet the trox is listed as a barbarian 1, and of course is tieflings/assimars and so on who are outsiders.

Is there a RAW answer for when you exchange class levels for racial hit dice?

While the MM does have that rule under the header "humanoids and class levels", it also says "monsters with 1 HD...". I suggest you ignore creature type, and see that RAI any 1 HD thing with the ability to take class levels does this. By going to the PC section of various splat books, we see humanoids, monstrous humanoids, outsiders, even at least 1 plant with 0 RHD and some class levels instead.

It's true for all types, which is why you can play as la0 races such as elan or killoren without having RHD.
