Only thing jumps to mind is a dragonborn lesser aasimar with the wings aspect.

Does it have to be +0 LA?

Also, if dragon magazine is allowed, then magic-blooded and dragonborn (wings) could be applied to any race that doesn't have a penalty to charisma or constitution to create exactly what you want.

The Water Mephling from Planar Handbook fits that description. It also has +1 LA. I'll keep looking for others.

Well, clearly, since they both have scales they're the same. It's the same reason cats and dogs look basically the same. The fur obscures everything.
