Do bonuses and feats that affect caster level checks (Arcane Mastery, for example) affect the check invoked when you use the Dispel Magic spell to counterspell a spell? Do bonuses and feats that affect dispel checks (the Inquisition domain, for example) affect the check invoked when you use the Dispel Magic spell to counterspell a spell (does counterspelling count as "dispelling"?)?
