Hey guys need some fairy tail 3.5 help

So I'm thinking on creating Lexus from fairy tail in dnd 3.5, would anyone have any idea on how he would be built? Any and all ideas welcome.

EDIT: Or Mystigan because I find him really interesting.

With all those staves, Mystogan is either an Artificer or a Wizard with the Imbue Staff ACF from Dragon #338.

3) What specific part of the character are you trying to emulate, and what power level would you imagine him being on? I didn't bother reading the full article, which looks like a lot of abilities, but kinda comes down to some flavor of Sorcerer/Stormcaster.

High level dragon shaman.
Resist/immune to their elements: check
Breath weapon with a power up delay: check
Can imbue their melee attacks with elemental damage: check

Wendy is just the only one with a high enough charisma to use touch of vitality, which.... seems accurate.

Also remember that a monk with a +1 shocking necklace of natural attacks can treat his whole body as unarmed strike and shroud itself in electricity to look like a living thunderbolt.
