What does the Dragonborn template do

It transforms your character into a badass dragon-like version of themselves.

Basically, it removes most of your existing racial features (leaving only basic stuff like Type/Subtype, ability score modifiers, size and speed) and replaces them with new dragon-themed racial features (including a choice between a breath weapon, a dragon's enhances sensory abilities, or a pair of draconic wings).

It also gives you +2 Con, -2 Dex for the more "tanky" builds (read: frontline fighters), and is a common source for qualifying metabreath feats on Dragonfire Adepts.

EDIT: It also means your character has some sort of a devotion to Bahamut, but that's largely ignored (and 100 gp, which is also oft ignored, and a handful of metallic dragon scales...). TL;DR People use it as a LA +0 template that takes away your racial features and gives you +2 Con -2 Dex and a bonus dragon-y thing.
