Mentally evolved template

Hey all. So I have a gorilla Grodd tips BBEG and I made this template. I want to know if I need to up the CR of it or not, so far I’m leaning towards not but please let me know if you think it’s too strong for +2 CR

Mentally evolved template
+2 CR
INT+6, WIS+4, CHA+2
Telepathy 100ft (at will)
Mage hand (at will)
Telekinetic projectile (4 times per day)
Mind thrust 1 (3 times per day)
Charm person (2 per day)
Babble (1 time per day)

I think that it'll be OK if you make it INT+4, WIS+4, CHA+4.
+6 to a mental ability is too much when combined with the other benefits.

I actually think +2 CR is too high - compare what the ghost template gives you, for example. CR +1 should be fine.
