I have created a special homebrew item and I am not sure if it is balanced
It is a item that is meant for a npc of mine to use that is level 30.

This is what it does:
it doubles the hd limit for a druids wildshape ability.

so if a druid was 5 level he would count as a 10th level in terms of the maximum hd a creature can have.
If they can't wildshape this does nothing so what do you think.

Also could you help me name it and or give it a price tag.

If it's for a 30th level (!) NPC, maybe just call it an artifact and don't worry about a price tag.

Names? Maybe The Amulet of Polymalia.

artifact or not, that item is preposterously broken. don't include it if you have any delusions of balance in your game.

if all the players are level 30(!) then you've been playing epic for 9 levels and the rules are all made up anyway, so sure, throw it on the pile.

no the players start at level 3 but they might get to level 30
this is a party friendly npc so they will not be fighting him
Also the final boss is a level 60 probably

why are you including a lvl 30 gmpc in a campaign of level 3 characters?

Well, one would assume he turns up (much) later in the campaign.

Also, "party friendly NPC" ≠ GMPC.

I don't know why you'd assume that.

I'm reading between the lines. When someone says they're statting up an npc down to his gear that's 27 levels higher than the party, it usually means it's the character you're going to be stuck watching do cool stuff

On a slight tangent, but how many creatures actually have more than 30 hd, and how many have close to 60 hd?

That item is absolutely broken, but here's the thing: as long as you are the DM, you can control exactly how many broken things everyone can pile up. So you can afford to put some broken items in your campaign, as long as you make sure to avoid interactions that would be even more broken.

Not many actually get close to 60...

Thanks for the advice this npc will probably never have to fight the players
he is more of a mentor and a quest giver than a npc that fights with or against the players.

OP, could we get some more info on what your plans are? It does sound like you might be falling into some common pitfalls of unfun DMing, and it might be a good idea to have some of the more experienced DMs on this forum doublecheck your thought process.
