Level adjustment character, skill rank requirement for prc question

A player wants to play a Minotaur and get into the Bloodstorm Blade PRC. They will have an LA of +2 and no skills in balance. To get into Bloodstorm Blade requires 8 ranks in balance. Since they have no skills in balance with their first 2 levels (of Minotaur LA 2) do they need to wait till they have 5 levels in a class which will allow them to have a total of 8 ranks in balance before they meet the requirements for this PRC? Is it possible to put 8 ranks into a Minotaur with 3 class levels?

Minotaurs have 6 racial HD, but Balance isn't considered a class skill for them. This means a basic minotaur with no class levels can only have up to 4.5 ranks in it. If the minotaur leveled up in a class for which balance is a class skill, his cap would raise to 10 and investing 4 ranks in Balance would qualify the minotaur for Bloodstorm Blade. If the minotaur had no ranks in Balance, he could still get all of them by dipping Rogue and putting all his 8 ranks in it.

Do note that, with 6 racial Hit Dice and a +2 Level Adjustment, a minotaur with one level in any class is effectively a 9th-level character. It definitely shouldn't be in a party with 3rd-level PCs.
