I'm hoping to get some feedback on a homebrew spell. Is this spell too strong/weak? The main points I'm unsure of are the base spell level and CR multiplier.

Doppelganger
3/4/5?-level Illusion
Casting Time: 1 action
Range: 60ft
Components: V, S
Duration: Concentration, up to 1 minute.
Class: Bard, Sorcerer, Wizard

You create an illusory doppelganger of the target. The doppelganger uses the statistics of the targeted creature, except it has half its maximum hitpoints and deals half damage. It acts on the targets turn, mirroring all movement and only uses its action to attack the target (including multiattacks) or dash. The spell can only copy creatures of CR (spell level*2) or less.

At Higher Levels. The spell can copy creatures of CR equal to twice the spell level used.
