Deaconic legacy offers spells known based on draconic heritage. It states that you gain the spells at the normal level a caster could learn them, but it gives exceptions to a few spells that say (5th level). Does that mean caster level, character level, or spell level?

Spell level. So the character gets the spell as a 5th level spell, instead of what another character without the heritage feat gets it at. Mainly this means they can can cast it earlier, at lower levels.

Silver dragon legacy gets Airwalk as a 5th level spell then? One spell level higher than druid and 4 levels later than fly?

Since Air Walk is normally a divine spell, getting it on an arcane list at all isn't easy. So they up the level of the spell from a divine 4th to an arcane 5th. And while Fly is available at 3rd for arcane casters, it is 1 min/level while Air Walk is 10 min/level so there are going to be times where Air Walk is preferable.

But yeah, it's still mostly garbage.

As a level 5 spell air walk would be competing with overland flight, which is 1 hour per level.

I guess it's useful if you want someone else to have long-term flight and that other character has an abnormally high movement speed, since air walk lets you fly horizontally at your base speed.
