Ok, hear me out. This "balancing casters by X" thing is getting silly.
So of COURSE I am throwing my hat into the ring.
I suggest the martial/caster imbalance can be resolved by adding a tristalt X 1-9 spell level casting class// fighter or barbarian or ranger // Rogue or scout or bard.
Boom, no more tier system. Everyone is a combat adventurer who can sling spells and swordfight and do skills stuff. Done, no more need to debate, the tier system is now to levels.
