Summons are sadly prevented from casting it as per Summon Monster I (http://www.d20srd.org/srd/spells/summonMonsterI.htm) as referenced by Summon Nature's Ally I (http://www.d20srd.org/srd/spells/summonNaturesAllyI.htm): "summoned monster cannot summon or otherwise conjure another creature, nor can it use any teleportation or planar travel abilities."

Otherwise Janni could do it. As it stands, well, Dragon Wildshape gets you to all the inner planes and the astral and ethereal plane with Sapphire Dragon [MMII] and Ectoplasmic Dragon (http://archive.wizards.com/default.asp?x=dnd/psb/20040123a).

In addition to the methods given in this thread and the other one, there's also animate with the spirit for a movanic deva.

You could take Extra Spell at level 12 to get Plane Shift.

As far as I know, by RAW, this works. It might be considered cheesy, though.
