The Delimbiyra

The weave is magic. Any time one wishes to use magic, they tap into the weave. This much is known by everyone with a basic understanding of magic. In a way, the weave is the nerve system of the god of magic. She has control over it, to some extent, and vice versa. But what if some of these nerves were to cluster? Seperate? Bind themselves to another being? Thus is born the Delimbiyra. The Delimbiyra are created when an epic spell is cast within the proximity of thier pregnant mothers, who are always talented mages. The baby begins similar to her parent, but after fifteen years or so, the young adult, always a talented youth, begins to exibit unusual qualities: remarkable willpower, intent focus, even, heaven forbid, an intence appretiation for art... and, always, a sorcerous flair. Given several more years, the young Delimbiyra will inevitably leave home, driven by a need to understand the working of human capability... of course, the Delimbiyra is far from Human! Given several weeks of intent focus and meditation, the Delimbiyra will discover within her the ability to fly, bend thier weapons and spells to their liking, even bend reality to thier needs...

Outlook

Almost all Delimbiyra are chaotic- but to a very small extent. The Delimbiyra has a need to push thier abilities yet further, and to blazzes with any law telling them otherwise. A Delimbiyra will usualy be Nuetral on the good-evil axis, but good Delimbiyra outway evil ones by a small margin. Other than that, Delimbiyra outlooks vary as much as thier parents.

Abilities

+2 Strength, +4 Dexterity, +2 Constitution, +2 Intelligence. +4 Wisdom, +4 Charisma
30 ft., Fly 50 ft. (average)
Singular Focus: Once per five levels per day, the Delimbiyra may give herself an untyped bonus on a single skill check equal to half her EL, rounding up. While this is in effect, the Delimbiyra takes an equivelant penalty on all other skills. This lasts long enough for the Delimbiyra to make up to five checks with the chosen skill. Should the Delimbiyra spend more than one round doing anything but making said checks, this effect ends. The Delimbiyra may end the effect prematurely. Activating and dissmising this effect is a free action.
Weapon Bond: After using a weapon for more than a month and at the DM's discretion, the Delimbiyra may alter her weapon or other important piece of gear (again, DM's discretion) to look like any same-sized item. For example, A wood staff might be made to look like a large spine, or a Bastard Sword to look like a bolt of Lightning. Damage does not change, and the Delimbiyra gains no other bonus with the weapon.
Striking: Whenever a Delimbiyra supprises a creature of equal or lower EL, that creature loses it's next round.
Art Appretiation: Should the Delimbiyra be given at least a week to studdy another's Art, and then make a Wisdom check equal to the EL of the target, she gains a +2 compotence bonus on charisma and wisdom checks concerning that person.

A very high powered race/template and i could see the obvious gain of its abilitys to a sorceror (turning wands into paintbrushes etc.) but how dose this class relate to said class? i can see that its stats and the like would benefit any class but i think it should get something like caster levels and the like
