I was reading over the BESM D20 rulebook again. It had the Accurate 'feat'...although in a point build game, the term is a bit inappropriate. Basically, it reduced the penalty to Called Shots by 2 (minimum of 0). Feats cost the same as 1 point of Base Attack Bonus. (You can take this feat multiple times.)

So, essentially, you give up 1 BAB to reduce a penalty of Called Shots by 2. You'll always be hitting less accurately than if you didn't take the feat and didn't take called shots, but you'll hit called shots more often. I thought it was kinda neat to be able to build a 'trick shooter'.

Sure, in Pathfinder, you're not able to increase damage or avoid armor's DR with a called shot, but there are relatively piddly debuffs you can inflict (which become actually notable on a crit).

So, 1) what would the effect be if, in Pathfinder, you give players the character option: "Once per week as a free action, you may allocate a penalty of up to half your Base Attack Bonus to all attacks you make for the week. You also reduce the penalty to called shots (or similar feats of accuracy, such as the penalty to attacks per range increment [or maybe Deadly Aim?] ) equal to twice the penalty you allocate."

And 2) would the following feat break the game? (Taking inspiration from SoP, to have martial feats have minor scaling, rather than massive feat chains to just get ...anyway. Actually, this would fit well in to the Sniper Sphere, conceptually.)

Trick Shot
Prerequisites: BAB +5
Benefits: You permanently have a -2 penalty to all attacks. However, the penalty you take to called shots (or similar feats of accuracy) is reduced by 6 (to a minimum o).
At BAB +10, this penalty and penalty reduction, respectively, increases to -4 and 12.

I considered Weapon Focus (a feat for flat +1 to hit, which no one really likes to take), and basically said a feat with a drawback and a +2 to hit (if using called shots, if using the system from the first bit) is probably around the same power level. Although a 1:3 ratio is a bit high for a penalty to benefit ratio.

Although, strictly speaking, they are taking a -2 to hit, even if they reduce the Called Shot penalty to 0. So, perhaps it's more accurate to just straight up say "Apply a 1d4 round debuff, and gain +2 damage, for -2 to hit at level 5." Considering most spells don't require feats and can apply a 5 round debuff (at level 5) on a save (or touch attack) rather than a hit, it seems....reasonable.
