For example, if a character is wearing full plate but has a dex mod of +2, I get that only +1 of that gets added to ac, but does it also affect initiative and skill mod checks, so you'd only get the lower +1 and not the +2?

I'm asking for both for RAW and whether DMs just hand wave this away.

The SRD (http://www.d20srd.org/srd/equipment/armor.htm#maximumDexBonus) says:

Maximum Dex Bonus
This number is the maximum Dexterity bonus to AC that this type of armor allows. Heavier armors limit mobility, reducing the wearer’s ability to dodge blows. This restriction doesn’t affect any other Dexterity-related abilities.

I read this to mean it only affects AC.
