Dex melee horizon walker

Hi all,
I will be making a new character soon coming in at lvl 9
I've always had a soft spot for the ranger class and story wise (coming in mid campaign) horizon walker fits perfectly, although the nearest portal perk prolly won't get used.
My question is. Is a dex based duelist ranger practical?
Which races might help optimize it?

To an extent I just want it to be fun, but I also wanna contribute in battle.
The thought of teleporting around with a dex weapon and mobility sounds great!

You'll be fine, especially since Horizon Walker eats your bonus action. Rapier + shield is quite functional.

Oh yeah, it's solid. Rapier plus shield will give respectable damage and more defense than your average ranger.

Sweet! I got The DMs approval for feral Tiefling. I'm thinking that plus mobility, should make for fun hit and run combat
