Psionic Tattoo Requirments for Using

Hello all! My question is about psychic tattoos. I did not see a requirement on who can use them when it comes to levels and classes though I did see the requirements for making them. If you have a tattoo on you, can you tap and use it regardless of the level? Do you have to be able to use psionic powers?

There is no requirements. Psionic tattoos are analogs to potions, just as dorjes are analogous to wands.
