Looking over the various [Luck] feats, they seem to have a lot of conceptual overlap -- and some mechanical overlap -- with Eberron's Action Points.

Was anything published that unified those two design spaces?

Is there any excellent homebrew unification?

My homebrew version of [Luck] feats is that Luck re-rolls are per encounter and not per day.

Having a mechanic that works per level and one that works per encounter - even if their effects are similar - will still make the feats worth it.

I like this. In my experience, Luck feats are good in concept, but fall flat in execution. The extra uses help out immensely.
