Anyone notice that the two new books coming out in September and October are "Waterdeep Dragon Heist" for 1-5th lvl and "Waterdeep: Dungeon of the Mad Mage" for 5-10th lvl and details 23 levels of UnderMountain? Are these the two "new" settings?

No they are not the new settings mentioned. Yes these are well known and have been discussed elsewhere in this forum.

Where? I tried using advanced search, but all I found was this thread, and a 3-page long thread of people bickering about the fact that 5e claims to be setting-neutral but half their stuff is FR-based. I haven't found an actual discussion of the Waterdeep adventure season - which is a shame, because the AD&D 2nd Edition Undermountain boxed set is one of my favorite D&D products of all time, and this is a better 5e-version of that.

Waterdeep is a prominent city in Forgotten Realms, which wouldn't be a new setting even for 5th ed. They're just modules, though Dragon Heist promises to have an emphasis on social stuff and intrigue, which is relativly novel for a module.
