Can another character use a creature summoned by Find Steed as a mount?

I do not see anything prohibiting this in the description of the spell.

If another character is on the mount, can the mount act independently? After all, it is intelligent, and "Intelligent creatures, such as dragons, act independently". The mount would then be able to attack together with it's rider, such as granting advantage through the Help action.

Acting independently doesn't allow the mount to attack with the rider. Its much more cumbersome. It has its own initiative and the rider can only attack what is in range at the time as he has no control over the mounts actions. Would an intelligent independent creature use the help action on its turn? Probably not. It would probably fight and behave no differently then if it didn't have a rider.

The intelligent mount can understand 1 language, so presumably you can discuss strategy before the battle, and/or order it around during the battle.

Don't see why not.

Jim Crawford made a ruling in 2015 (https://twitter.com/JeremyECrawford/status/635938490274811905?s=09) telling us the mount couldn't act independently.

The ruling has been reverse earlier this year (https://twitter.com/jeremyecrawford/status/970111071955464198?lang=en), so I don't think there is a problem anymore.

Theres a few problems here.

The beast has an intelligence of 6, and it is still a beast. This will limit your pre-battle stratergizing.

This beast has no bond with the person who did not cast the spell. Anyone else is mearly making requests that the animal may or may not follow, but simple commands like charge and run could he conveyed.

Independent means the mount is in control, the mount is making the shots, and the mount has its own seperate inititiative in battle. When a person rides a horse, the rider establishes that he is in control and gains a greater ability to relay commands to the animal. Having the mount be independent is to specifically lose this ability and trust in the mount to do things its own way.

Unfortunately the question if a mount is "intelligent" or not has no RAW answer. The mount from Find Steed is explicitly very intelligent and Jeremy Crawford specifically addressed Find Steed suggesting that the mount is intelligent enough to be considered independent, but also docile enough to be used as a controlled mount if desired.
A possible way is checking the alignment, if it is "unaligned" then it is a controlled mount.

Of course, as everything in DM discretion, the point is: make it fun.
