Has to be a natural 20 rather than merely a crit threat, but beyond that I think yes.

The extra requirement is a successful roll to confirm the crit, which Instinctive Consummator allows you to skip and declare success upon.

This pairs well with Surge of Fortune to ensure an initial roll of a natural 20 on the attack roll.

I at one point built a halfling cleric 8 / fatespinner 4 /fortune's friend 2 / luckstealer 6 who had the feat that lets you treat natural 1s as nat 20s and enough luckstealer to keep said power fueled. Fortune's friend lets luck swift actions not actually use the swift action, and fatespinner is mostly fluff, but an extra reroll is nice.

Between that and a vaporal scythe, surge of fortune, and the luck domain he pretty frequently scored critical hits via effective nat 20's.

Hidden talent and Instinctive Consummator seem a good addition to this build.

I do not remember the name off hand... It is in Complete scoundrel.

Ah! Looked it up. "Better Lucky than Good."

You need a way to get extra luck rerolls, but with luckthief and the sidebar suggesting it is intended to allow luck feats to be fueled by it, you are good.

It is capped at 1/day regardless of luck points to spend, but damn if it isn't fun when it pops up.

Fun build. Not the most optimal, but 18/20 cleric casting and really swingy combat rolls as you randomly kill things 10% of all swings goes a long way.
