Resilient Sphere questions

Would placing this on a creature counter existing ongoing area of effect spells? Like if a creature was inside a cloudkill spell and they had it dropped on them. Would the spell keep damaging the trapped creature since the spell was placed around it? What about something like cloud of daggers which creates something in the target location rather than a general area?

Also, would you be able to give someone a bardic inspiration through a resilient sphere? It isn't technically magic AFAIK.
