Scenario 1) Gandalf the White fights sealed Rowena
Scenario 2) Gandalf the Grey fights sealed Rowena
Scenario 3) Gandalf the White vs cat eyed Rowena

Rowena discovers she can augment her power to even frighteningly higher levels with The One Ring, and thus she uses a time travel spell with other witches to travel to Middle Earth. Gandalf tries to stop her from getting the Ring. Who wins?
Keep in mind that Gandalf is more than meets the eye even as Gandalf the Grey, his weakest form. As the Grey, Gandalf is still powerful enough to defeat the Balrog with lightning and his sword. Also keep in mind that even as a greatly weakened witch, Rowena can disintegrate her enemies easily.
Rowena has hurt entities superior to Gandalf such as Amara, a ni-omnipotent being, but she needed the help of an entire Coven of witches to do so. However, Rowena hasn't brought a Coven with her to Middle Earth.
