I am not clear on how to apply this... I am sure it's in the rules and I am just missing it or not understanding it.

Say a dragon sets up a CHAIN LIGHTNING (spell) trap - that when triggered, unleashes a bolt of lightning striking the figure who steps on it - then any targets near by.

How is SAVINGS THROW applied to those who attempt to save against the spell from the trap?

Because it's not a caster, unleashing the spell - but the trap itself? Do they simply do the standard DEX savings throw that's mentioned in the spell description?

It's what I think it is.

It's still a save against a spell in that case, with the trap itself serving as the caster. Chain Lightning doesn't cease being a magic or a spell effect just because its delivery method changes.
