I have been designing this prestige class to go with a subsystem that I sometimes use. The whole things needs a little polishing, but I'm at a loss on where to go from here. All input will be appreciated! I am balancing the class to be T2-T1, however I would not be upset if it is only T3. If you believe it is T0 please let me know how to fix it rather than tell me that it is too powerful, however if you don't have any ideas letting me know it is too powerful is at least some help ^_^

Planar Concentration: You may now use the Planar Fluency feat as if you have it for all planar languages you may speak. In addition your mind has been sectioned off for each of the planar languages you know, allowing you to speak each different language without risking Intelligence checks for speaking a different language. Example, you have a 3 intelligence mod and a 9 concentration. You can speak for 12 rounds in Mabaran before you must begin to make intelligence checks, however if you begin speaking in Auran after the 12 rounds then you do not risk intelligence checks for Auran until 12 further rounds have passed. You must still wait the hour before each language recovers.
Planar Utterance (Su): While you are speaking one of the planar languages you may will the force of the plane to your area. This allows you to make a truespeech check DC 15 + 3*spell level to cast a spell with the descriptor of the Language (see below). All rules for utterances are still in place. Each separate spell counts as it’s own utterance. If you are speaking Fernian and choose to use the Burning Hands as an utterance then you must make a Truespeech check DC 18 to cast it. If you succeed, the DC increases by 2, meaning the next time you wish to use the Burning Hands utterance then you must meet a DC 20, and so on. Finally you may not use Planar Utterance to cast a spell whose descriptor varies based on how you cast it: Spells like Resist Energy, Magic Circle, and Summon Monster may not be cast with Planar Utterance. Your Caster Level for all utterances is your Truenamer level + Planar Speaker level.

When deciding which version of a spell to use with Planar Utterance always use the order of the following list: Wizard/sorcerer spells, Cleric Spells, Druid Spells, Domain Spells, all other lists. Example: Produce Flame is on the Fire Domain list, the Druid list, and Blighter List. It is a 1st level spell for druids so you cast it as a first level utterance. Ice Storm is on everyone’s list, however it is a fourth level spell on the Wizard list, so it is a 4th level Utterance. So on and so forth.
Planar Mastery: At 7th level choose one planar language which you know, you may now use Planar Utterance to cast spells like Resist Energy, Magic Circle, Summon Monster, and Planar Ally, but only when casting them with the descriptor that your language supports.
Planar Screaming: At 10th level a Planar Speaker may scream the language at the heavens. While doing so the plane becomes manifest out to 100 ft, producing all the traits of the plane in this area. Screaming takes 5 rounds of Planar Concentration for the language screamed in and, upon stopping, renders the Planar Speaker mute for 1 round per round that he screamed.
You may speak one of the planar languages to cause an effect on the Material Plane. The planar languages each have their own effects varied based on how loud they are spoken, however only the most skilled of users may speak them for any length of time. You may whisper a planar language for a length of time = to your Intelligence Modifier number of rounds. Continuing to do so puts a physical strain on your mind, requiring you to make intelligence checks DC 10+number of rounds you’ve been speaking or become fatigued. Continued use renders you exhausted. If you attempt to even whisper one of the planar languages on the material plane while you are exhausted you risk unconsciousness. Native Speakers do not have this problem with their native language. Speaking at a normal level halves the time you may speak, and shouting halves it again. After one hour of not speaking a language your mind will recover. Native Speakers are immune to the effects of the language.
